Lower rpm, more pressure and no oil will work better. Use this bit a lot on all kinds of metals and materials.
Yes step bits work great , but are costly , just try drilling at 1/2 to 1/4 speed of normal and I bet any bit will cut stainless , it’s a challenge to not hit the trigger to cut faster , but try that also and it will cut much easier at slower speeds
